Specialty Consulting, Inc. (SPC) was contracted by Aqua Illinois (Aqua) to conduct an independent inspection of potential lead exposure sources in homes under a "Do Not Consume Advisory" within Aqua’s service area. The project aimed to evaluate lead presence through visual inspections, field screening using X-ray fluorescence (XRF) technology, and laboratory analysis of water, dust, and soil samples.
Lead can be found in building components, plumbing, consumer goods, and toys. Even though lead-based paint was banned from residential use in 1977, its prior extensive use means deteriorated paint can still contribute significantly to lead in dust and soil, posing risks of elevated blood lead levels in residents, especially children.
SPC’s responsibilities included performing lead evaluations in 28 residential homes. This rapid assessment was designed to identify potential lead exposure sources, utilizing methods based on guidance from the United States Department of Housing and Urban Development (HUD). The scope of work encompassed water sampling, lead-based paint inspection using XRF, surface dust sampling, and soil testing.
A unique challenge of this project was ensuring thorough and accurate assessments across multiple homes with varying lead sources. SPC addressed this by employing advanced technology and adhering to strict inspection protocols.
