As the largest owner of rental housing in Chicago, the Chicago Housing Authority (CHA) plays a vital role in providing homes to over 50,000 families and individuals, fostering healthy communities citywide. CHA embarked on a monumental redevelopment effort as a part of the Plan for Transformation and retained Specialty Consulting, Inc. (SPC) to provide environmental consulting services for system-wide capital construction projects.

SPC conducted Phase I Environmental Site Assessments (ESA) for more than 80 individual parcels on behalf of the CHA, meticulously adhering to the procedures outlined in the American Society for Testing and Materials (ASTM) E 1527-13 standards. The primary objective was identifying recognized environmental conditions associated with the subject properties, ensuring compliance with industry best practices.

Engineers from SPC conducted thorough inspections of each parcel, maintaining stringent adherence to industry standards. SPC also provided a range of environmental consulting services for the CHA, including Emergency Response, Illinois Environmental Protection Agency (IEPA) Site Remediation Program Reporting, and Underground Storage Tank Services.

SPC's contributions included Emergency Response, NEPA Environmental Assessment, Phase I & II Environmental Site Assessment, Regulatory Compliance Permitting, Environmental Remediation Oversight, and Field Inspection services across the properties, ensuring the success and sustainability of CHA's transformative initiatives.
