Specialty Consulting, Inc. (SPC) was responsible for ambient air quality monitoring during the Chicago Housing Authority (CHA) demolition activities. Air sampling was conducted approximately 8-9 hours daily throughout the demolition period, focusing on critical air quality parameters: PCM, lead, respirable dust, and PM10 levels. Sampling locations included Jenner School (upwind) and Walter Payton School (downwind) to ensure comprehensive monitoring of potential airborne contaminants.
SPC also conducted asbestos abatement work in strict adherence to IEPA NESHAP rules. This involved the removal of friable and Category I and II non-friable asbestos-containing materials before structural demolition. The abatement specifications included provisions for barrier walls or related ACM in areas that were to remain intact when only part of the structure was being demolished. Throughout the construction process, SPC closely monitored ambient air for airborne asbestos concentrations, ensuring they stayed below ambient background levels.
The unique challenges of this project included ensuring accurate and continuous air quality monitoring in a dynamic demolition environment and strict compliance with asbestos abatement regulations. SPC's diligent approach and adherence to safety protocols ensured a successful demolition while protecting public health and maintaining air quality standards.
