The objective of the School Improvement Project was to enhance learning environments at Chicago Public Schools by upgrading libraries, lunchrooms, and food services, improving ADA accessibility, installing classroom air-conditioning, and updating interiors and electrical systems. Specialty Consulting, Inc. (SPC) was retained by PBCC Design-Build teams to ensure construction compliance with local, state, and federal regulatory requirements.

SPC conducted a limited environmental survey, project design, and abatement oversight at over 45 public schools in Chicago, Illinois. The survey included sampling and analysis for asbestos-containing material (ACM) and lead-based paint (LBP), as well as visual inspections for hazardous waste that could be disturbed during renovations. Upon identifying regulated materials, SPC provided and reviewed design plans, including drawings and specifications.

The surveys, design, and abatement oversight were conducted by Illinois Department of Public Health (IDPH) licensed inspectors with extensive experience in similar renovation projects. SPC successfully completed the required survey, design, and oversight for over 45 schools in just 10 weeks. Their extensive experience working with CPS, CHA, and PBC on various challenging projects instilled confidence in the client regarding their ability to meet the tight timeframe. As a result, CPS was able to open all 45 schools on schedule following a busy summer construction season.
