The Chicago Transit Authority (CTA) embarked on an $86 million capital maintenance project at seven rail stations along the north branch of the Red Line: Jarvis, Morse, Granville, Thorndale, Berwyn, Argyle, and Lawrence. This extensive project included viaduct and platform repairs or replacements, station waterproofing, lighting improvements, and new station house finishes such as floors, doors, windows, and lighting. Specialty Consulting, Inc. (SPC) was selected to provide safety consulting and lead abatement services for the entire project.

SPC’s responsibilities encompassed ensuring compliance with all applicable codes, regulations, and health and safety requirements. They obtained necessary permits, performed testing, and trained and licensed all personnel. SPC was also tasked with protecting personnel, the public, and adjacent surfaces, ensuring the proper and legal disposal of contaminated materials, and maintaining all documentation throughout the renovation activities.

Safety oversight included fall protection, heavy machinery, and demolition hazard management. SPC conducted job hazard analyses, inspected and observed work activities to identify and report hazards, and facilitated hazard correction. They reviewed safety plans from contractors to ensure adherence to project specifications and participated in evaluating equipment used on CTA property to identify risks and recommend control measures.

The project’s unique challenge was operating in an environment with live tracks and streets, necessitating additional safety measures to protect the traveling public. SPC’s comprehensive approach ensured the successful and safe completion of the CTA’s capital maintenance work.
