The existing traction power equipment in the CTA system was well past its useful life and needed replacement to ensure reliable 600-volt DC traction power to various power sections of the North Main Line of the Red and Purple Lines. To support the design of these improvements, Specialty Consulting, Inc. (SPC) served as the Safety Competent Person, ensuring the safety of architectural, structural, electrical, geotechnical, and survey personnel working on each of the CTA properties. Additionally, SPC provided hazardous materials and contaminated soil management design services for the project.
Utilizing Federal Transit Administration (FTA) funds required developing and implementing a written Quality Management Plan (QMP) specifically designed for FTA-funded transit capital improvement projects. SPC developed a QMP outlining policies, objectives, principles, organizational authority, responsibilities, accountability, and an implementation plan to ensure quality work processes, products, and services.
As the Competent Person, SPC monitored and documented all work activities and safety program implementations, including lockout-tagout, confined space entry, working at heights/fall protection, lifting operations, hearing conservation, chemical exposure, hazard communication, personal protective equipment, and fire suppression. Pre-job safety briefings were provided, and documentation for all personnel was reviewed to ensure satisfactory completion of site-specific training, including rail and electrical safety. Proper personal protective equipment, such as flame-retardant clothing, was mandated for all field team members. SPC worked with staff to correct deficiencies and ensured the safety of more than 60 designers, conducting inspections and testing activities throughout each of the substations.
