From 1924 to 2012, the Crawford Power Generating Station, located at 3501 South Pulaski Avenue in Chicago's South Lawndale community, operated as a coal-fired power plant. This site, situated between the Little Village neighborhood and the Chicago Sanitary and Ship Canal, was acquired by Hilco Redevelopment Partners in 2017. Hilco aimed to transform the location into a 1 million-square-foot warehouse and distribution center named Exchange 55.

Hilco engaged Specialty Consulting, Inc. (SPC) to manage the demolition construction and oversee MCM Management Corporation, the contractor responsible for the demolition and removal of all PP&E and site improvements. This included the remediation and abatement of all hazardous materials. SPC's role extended to supervising the testing agency tasked with managing subsurface work such as backfilling, slab cracking, foundation removal, and concrete crushing.

Key responsibilities encompassed ensuring demolition activities met specified requirements and schedules, overseeing and reporting on dust mitigation efforts, coordinating subsurface work, and conducting detailed draw and invoice reviews. Additionally, SPC handled environmental sampling reviews, provided daily and weekly progress reports with photo documentation, and developed asbestos abatement designs. They also oversaw asbestos and lead-based paint assessment and abatement, as well as performed ambient air monitoring.

Unique challenges included managing extensive hazardous material remediation and ensuring strict adherence to environmental and safety standards.
