Specialty Consulting, Inc. (SPC) was engaged by Muller & Muller, LTD for environmental services, including Phase I & II Environmental Site Assessments (ESA) preceding the construction of a new vehicle maintenance shop and military parking lot for the Illinois Army National Guard in North Riverside. SPC meticulously reviewed site information, regulatory environmental databases, and Freedom of Information Act (FOIA) responses from government agencies.
SPC compiled a detailed report summarizing the findings for the 51-acre base, with a focus on the 4.1-acre project area. Following ASTM E1527-21 standards, SPC addressed data gaps during site reconnaissance and coordinated with military personnel to access specific areas.
No Recognized Environmental Conditions (RECs) were found, but SPC addressed Controlled Recognized Environmental Conditions (CRECs), Historic Recognized Environmental Conditions (HRECs), De Minimis Conditions, and past and current Underground Storage Tanks (USTs) on-site.
Phase II involved 10 soil borings, with samples analyzed against Illinois EPA Tier 1 Remediation Objectives. SPC facilitated waste management planning for construction spoils. SPC's flexibility was demonstrated when adapting to last-minute engineering plan changes, ensuring efficient soil boring relocation with minimal disruption.
