Former ARCO Research Center Brownfields Site

Specialty Consulting, Inc. (SPC) took on a significant project involving the former ARCO site located at 400 East Sibley Boulevard in Harvey, Illinois. Substances used, stored, and/or generated as hazardous waste during the site's operation required a comprehensive assessment to address potential contamination and facilitate future redevelopment efforts.

SPC's responsibilities encompassed conducting a waste (drum) sampling program to evaluate approximately 608 containers. These containers were classified into 21 groups based on their physical and chemical characteristics, enabling proper disposal or transportation for energy recovery, depending on the waste characteristics.

Additionally, SPC conducted a preliminary Phase II Environmental Site Assessment in the drum storage areas to assess potential chemicals of concern and understand contaminant migration pathways. The results informed the establishment of a risk-based system of remediation to safeguard human health and the environment for present and future site uses.

SPC's efforts included conducting a Comprehensive Site Investigation (CSI), developing a Remediation Objectives Report (ROR), and drafting a Remedial Action Plan (RAP). These culminated in the site's enrollment in the Site Remediation Program (SRP) to obtain a No Further Remediation (NFR) Letter.
