Specialty Consulting, Inc. (SPC) spearheaded comprehensive USEPA Brownfields Assessment activities in collaboration with Cook County, focusing on a sprawling 55.58-acre property in Melrose Park, Illinois. The property, encompassing a former racetrack and thirty-eight ancillary facilities and buildings, posed complex environmental challenges necessitating meticulous evaluation.

SPC's responsibilities included Phase I and Phase II Environmental Site Assessments (ESAs) and researching the property's historical use and current conditions. Leveraging sophisticated investigative techniques, including soil and groundwater sampling, SPC identified numerous recognized environmental conditions (RECs) and suspect underground storage tanks (USTs), necessitating further assessment.

Navigating regulatory complexities, SPC addressed identified contaminants exceeding Tier 1 remediation objectives, ensuring compliance with stringent environmental standards. Amidst demolition and development activities, the discovery of multiple USTs prompted the issuance of LUST Incident Numbers, underscoring the project's inherent challenges.

Through strategic mitigation measures and collaborative engagement with regulatory authorities, SPC successfully secured No Further Remediation (NFR) Letters for each LUST Incident, signifying the resolution of environmental concerns. SPC's navigation of multifaceted challenges underscores its commitment to facilitating sustainable redevelopment and fostering environmental stewardship in Melrose Park.
