Specialty Consulting, Inc. (SPC) undertook a significant project in collaboration with Cook County and the City of Dixmoor to conduct a Phase II Environmental Site Assessment (ESA) for the Northern Portion of the former Wyman-Gordon Steel Forging Industrial Facility. Located on a 15-acre site at 14600 South Woods Avenue in Dixmoor, Illinois, the property had been a source of hazardous waste generation since 1949, necessitating a thorough assessment to facilitate future redevelopment planning.
SPC's responsibilities included coordinating field activities such as electromagnetic surveys, drilling, soil boring sampling, and drum sampling. Operating under the EPA Brownfields Program, the project aimed to assess potential chemicals of concern and understand the geological and hydrogeological setting to determine contaminant migration pathways.
Navigating the complex regulatory landscape and ensuring compliance with standards such as the Illinois Tiered Approach to Correction Action Objectives and Groundwater Quality regulations presented challenges. To address these, SPC developed comprehensive plans, including a Quality Assurance Project Plan, Sampling and Analysis Plan, Standard Operating Plan, and site-specific Health & Safety Plan, all approved by the USEPA before fieldwork.
Ultimately, the objective was to establish a risk-based system of remediation to protect human health and the environment, paving the way for the site's safe and sustainable future uses.
