Specialty Consulting, Inc. (SPC) collaborated with the Community Health Partnership of Illinois to manage the closure of a 1,000-gallon heating oil underground storage tank (UST) at 42 N. Ayer Street, Harvard, Illinois. They oversaw the removal and regulatory reporting for a UST system release, ultimately resulting in a No Further Remediation (NFR) Letter from the IEPA. Following UST removal, the OSFM inspected the UST basin and tank, confirming a release. SPC reported the release to the Illinois Emergency Management Agency (IEMA), which issued an incident report. They submitted required reports, including a 20-Day and 45-Day Report, to the IEPA.

Lab results showed all parameters were below the most restrictive levels, except for naphthalene in a sample collected below the eastern part of the UST. SPC then delineated the contamination extent, developed a remedial action plan, and collected soil samples. They directed soil removal and collected confirmation samples to meet Illinois regulations. SPC prepared a LUST Corrective Action Completion Report, leading the IEPA to issue an NFR letter for the UST release.
