Specialty Consulting, Inc. (SPC) undertook a comprehensive project to inspect maintenance facilities across the Illinois Tollway system, ensuring adherence to Stormwater Pollution Prevention Control (SPCC) Plans. SPC staff meticulously verified site drainage conditions, pollution sources, and implementation of Best Management Practices (BMPs) outlined in the SPCC Plans. Inspection reports were meticulously prepared, highlighting observations and recommending revisions to enhance plan efficacy.

One of the unique challenges faced was evaluating newly exposed materials for potential pollutant contributions to stormwater discharge while assessing BMP adequacy. SPC collaborated closely with facility operations managers and Illinois Tollway Environmental team members to rectify any compliance deviations promptly.

An annual summary report documented all operational activities over the year, emphasizing efforts to enhance compliance. For remaining non-compliance issues, SPC devised detailed plans and schedules for resolution.

Moreover, SPC assumed responsibility for maintaining current SPCC Plans, including detailed industrial activity descriptions, pollutant inventories, preventive measures, employee training programs, and inspection protocols.

The project also encompassed conducting Stormwater Pollution Prevention Plan (SWPPP) Facility Compliance Audits, essential for compliance with the Tollway’s MS4 permit from the Illinois Environmental Protection Agency. With 17 maintenance facilities audited, SPC demonstrated its commitment to ensuring environmental compliance across the Illinois Tollway system.
