Specialty Consulting, Inc. (SPC) was engaged to provide environmental engineering services for the Circle Interchange reconstruction. The project involved constructing a new 2500-foot-long aerial roadway ramp connecting northbound I-90/94 to the westbound Eisenhower Expressway, starting near Taylor Street and ending around Halsted/Morgan on the expressway's north side.

SPC's scope of services included identifying suitable air monitoring locations, determining air monitoring parameters, and assessing sensitive receptors potentially affected by the project. They documented air monitoring action levels and frequencies and described program quality assurance measures to ensure reliable data collection. SPC monitored and recorded wind direction data, summarized site work activities, observed particulate emissions and atmospheric conditions, and created site plans showing work areas and air sampler locations.

SPC ensured that data quality objectives were met to evaluate the effectiveness of fugitive dust control measures. They operated continuous air monitors for real-time data collection and used instruments to collect samples for laboratory analytical testing. SPC also prepared weekly and monthly air monitoring reports.

The primary challenge was maintaining accurate and continuous monitoring in a dynamic construction environment. SPC's comprehensive approach and adherence to stringent quality measures ensured effective monitoring and control of airborne particulates, safeguarding the surrounding community's air quality.
