The Cook County Government retained Specialty Consultants, Inc. (SPC) to help update the Leighton Criminal Courts which process over 2,400 arrestees, detainees, and inmates daily, handling cases from bond court to felony court. The holding cells were outdated, failing to meet the needs of individuals with disabilities and unable to accommodate the increasing number of inmates.
The renovation work required extensive modifications, including removing cell doors and walls, plumbing fixtures, and related piping. It also involved reconfiguring cell layouts and upgrading mechanical, electrical, security, and fire and life safety systems across approximately 40,000 square feet, spanning the lower level and floors 1-7. SPC's responsibilities included conducting a limited hazardous material building survey, testing for asbestos-containing material (ACM) and lead-based paint (LBP), and performing a visual inspection to verify field conditions.
SPC reviewed existing asbestos and lead-based paint inspection reports maintained by Cook County, along with existing conditions and new demolition plans. They produced detailed specifications for asbestos removal in compliance with federal, state, and local regulations. Additionally, SPC prepared site-specific work plans and detailed abatement drawings, incorporating Cook County protocols for construction and abatement, contract terms, conditions, and insurance requirements.
SPC is proud to provide services for the ADA renovation of the busiest courthouse in Cook County, ensuring a safer and more accessible environment for all individuals processed through the court system.
