The City of Chicago Department of Transportation (CDOT) engaged Specialty Consulting, Inc. (SPC) to provide a comprehensive Hazard Assessment and evaluation of walking and working surfaces at the Randolph Street Bridge, located at 358 W. Randolph on the East and West sides.

SPC's responsibilities included preparing a Hazard Assessment for the planned in-house construction activities associated with the bridge. This involved identifying health and safety hazards related to the project and recommending appropriate control measures. The assessment covered potential hazards in various areas, including the general work environment, walkways, stairs, elevated surfaces, egress, hand tools and equipment, portable power tools, machine guarding, lockout-tagout procedures, welding and cutting, compressed air usage, hoists, spraying operations, confined spaces, environmental controls, flammable and combustible materials, fire protection, hazardous chemicals, electrical safety, noise, material handling, clothing, and ergonomics.

Additionally, SPC conducted a detailed assessment of potential safety issues related to the walking and working surfaces that CDOT employees use for bridge maintenance activities. This involved documenting heights, locations, and egress points associated with each surface through visual observations and hand-held measuring equipment. SPC developed alternatives to avoid accessing individual surfaces, including the use of personal protective equipment and other necessary tools.

SPC successfully provided these services in accordance with the project schedule and the Professional Services Agreement with the City, completing the project on time and within budget. This approach met CDOT’s needs and ensured the safety and efficiency of the maintenance activities at the Randolph Street Bridge.
