An employee of Specialty Consulting, Inc. (SPC) undertook the critical responsibility of project management for a multi-million-dollar client. The client aimed to meet new emission limits mandated by a permit issued by the Michigan Department of Environmental Quality (MDEQ) and Sierra Club, following the implications of the Detroit Heavy Oil Upgrade Project (DHOUP).
Their role involved developing test protocols and executing various methods, including EPA's 1, 2, 3A, 4, 5/202, 6C, 7E, 25A, 10, and 18, as well as ASTM's Draft CCM, at various locations throughout the Detroit refinery over several years. Every aspect of the test programs was managed, from initial planning to comprehensive reporting.
Some unique challenges included coordinating multiple test programs across different locations and ensuring compliance with stringent emission limits. Effective solutions were devised by maintaining meticulous planning and stakeholder communication to ensure smooth execution and accurate reporting.
Their dedication and expertise were evident in the routine summary reports developed monthly detailing emission results from respective source locations.
