Specialty Consulting, Inc. (SPC) was engaged by Kiewit Construction Company to develop a Site Safety Plan (SSP) for the Peoples Gas Project Site. This plan focused on the coating work for the support structure associated with Peoples Gas piping in Tunnel 4, including its underground tunnel and vertical shafts. The manually applied coating product contained high levels of volatile organic compounds (VOCs), leading to anticipated elevated levels of VOCs in the confined work areas.
The SSP aimed to address chemical safety and ventilation requirements to maintain safe atmospheric conditions during the re-coating operations in the underground areas. It included guidelines for administrative controls and Personal Protective Equipment (PPE) to ensure employee exposure levels remained below OSHA Permissible Exposure Limits (PELs) and ACGIH Threshold Limit Values (TLVs). The plan also outlined air quality monitoring requirements to verify the effectiveness of proposed industrial hygiene controls.
To adhere to the SSP, SPC conducted continuous real-time air quality testing during the painting work. The monitored parameters included Oxygen, Lower Explosive Limit (LEL), Carbon Monoxide, Hydrogen Sulfide, and VOCs.
By performing real-time air quality measurements and field observations, SPC ensured that air quality within the underground work areas remained safe throughout the painting project. The project was completed safely and within the schedule, demonstrating SPC's commitment to maintaining a secure and compliant work environment.
