After a Phase II Environmental Site Assessment (ESA) conducted by AECOM at a decommissioned substation revealed soil contamination exceeding remediation objectives for residential and construction worker safety, Specialty Consulting, Inc. (SPC) was tasked with managing the remediation. The site encompassed a 5,000-square-foot substation with a metallic control building. A Materials Sampling Summary Report also provided data on non-soil materials such as concrete and painted metal surfaces.

SPC managed the remediation efforts, including excavation, transportation, and disposal of contaminated soil and debris. They also abandoned three temporary monitoring wells installed during the Phase II ESA. Before commencing field activities, SPC prepared essential plans, including the Final Work Plan, Safe Working Plan, Health and Safety Plan, and Site Restoration Plan, ensuring compliance with regulatory requirements.

SPC handled permitting, reporting, and regulatory compliance, facilitating site preparation, mobilization, and worker safety measures. They also conducted pre-construction meetings, worker training, utility surveys, and erosion control system installations.

SPC successfully removed above-grade and below-grade structures, totaling 693 tons of contaminated soil, which was disposed of at a ComEd-approved landfill. They used 431 tons of certified, clean, imported gravel for site restoration and coordinated scrap metal recycling. The site underwent topsoil coverage, seeding, and straw mat installation, achieving Tier 1 Residential Remediation Objectives and eligibility for submission to the Site Remediation Program for No Further Remediation.
