Specialty Consulting, Inc. (SPC) spearheaded a transformative initiative in collaboration with the Village of Midlothian, leveraging a USEPA Brownfield Assessment Grant to revitalize underutilized properties. By crafting a compelling grant proposal, SPC facilitated the acquisition of a $400,000 contract for environmental site assessment services, marking a pivotal step toward community rejuvenation.

SPC's multifaceted responsibilities encompassed orchestrating public community meetings and fostering constructive dialogue among local government representatives, business owners, and residents to identify potential redevelopment properties. SPC prepared and submitted a comprehensive quality assurance protection plan, conducted eligibility determinations, and meticulously updated critical databases, including the ACRES brownfield database and state GIS database, to streamline project management and ensure accuracy.

SPC underwent a rigorous inventory process including evaluating thirty-nine sites for grant assessment activities. This culminated in the approval of seventeen sites for Phase I ESAs and seven sites for Phase II ESAs. Through diligent efforts, six sites underwent successful redevelopment, generating new employment opportunities and bolstering the Village's economic vitality through increased sales tax revenue.

SPC strategically positioned the remaining sites for future sale and redevelopment, fostering a legacy of sustainable growth and community prosperity. By navigating complex regulatory landscapes and fostering stakeholder collaboration, SPC catalyzed tangible outcomes, breathing new life into Midlothian's landscape and unlocking its full potential.
